Republic of Uganda
Stat block — CORSIA Central Registry
- Uganda is blank in the CCR Part II 2019 reporting-status appendix. Its note defines a blank as no State-reported data, with ICAO gap-filling yielding no emissions or less than 10,000 tonnes; this is the 2022-10-28 edition snapshot (printed II-203; definition II-199).
- Uganda is blank in the CCR Part III 2024 reporting-status appendix. Its note defines a blank as either a State notification that no data would be reported, or no reported data with ICAO gap-filling yielding no emissions or less than 10,000 tonnes; this edition does not distinguish those cases (2025-10-31, printed III-232; definition III-228).
- No operator attributed to Uganda appears in ICAO's CORSIA Aeroplane Operator to State Attributions, 10th Edition (2025-12-19). This is limited to that published edition and does not establish whether Ugandan operators exist outside the list or describe domestic reporting or verification capacity.
- Uganda participates in CORSIA Chapter 3; 79% of its 2024 emissions volume is subject to offsetting (CCR Part III, 4th Edition, 2025-10-31).
Annex 16 Vol IV — SARP-cited readiness checklist
| Requirement | SARP | Status | Evidence & source | Action |
|---|---|---|---|---|
| Chapter-3 State-Pair participation decision notified to ICAO | 3.1.3 | met | Republic of Uganda elected to participate in CORSIA Chapter 3 from 1 January 2025, per ICAO "CORSIA States for Chapter 3 State Pairs", 5th Edition/Rev.1 (2024-09-27). | — |
| Aeroplane-operator attribution submitted | 1.2.2, 1.2.7 | not determined | No entry naming Uganda as the attributed State was found in ICAO's CORSIA 10th Edition (2025-12-19). This observation is limited to that published edition. | — |
| Verification body accredited in-State | 1.3.7, 4.4.2.2 (ISO/IEC 17011:2017) | gap | No ICAO-accredited national CORSIA verification body as of CCR Part I, 13th Edition (2025-12-19); operators must use a verification body accredited elsewhere. | See what the credit-stage record looks like → |
| State annual Emissions Report submitted to ICAO | 2.3.2.2 | not determined | Republic of Uganda's 2019 status is blank in CCR Part II (2nd Edition, 2022-10-28); the appendix note defines blank as no State-reported data and ICAO gap-filling yielding no emissions or less than 10,000 tonnes (printed II-203; note II-199). Republic of Uganda's 2024 status is blank in CCR Part III (4th Edition, 2025-10-31); the appendix note defines blank as either a State notification that no data would be reported, or no reported data with ICAO gap-filling yielding no emissions or less than 10,000 tonnes (printed III-232; note III-228). The 2024 blank does not distinguish a no-data notification from no reported data; these appendix entries do not establish whether Republic of Uganda ever submitted an annual report. State-pair totals alone do not establish a State-submitted report. | See the MRV reporting helper → |
| 2019 baseline on record | 1.4.3 | met | 2019 baseline on record for Republic of Uganda: pilot-phase 491,431 t, 85%-of-2019 baseline 417,718 t (CCR Part II, 2nd Edition, 2022-10-28). | — |
| CORSIA Eligible Fuel (CEF) claims recorded in the CCR | 2.3.3.3 | gap | Zero CEF claims recorded for Republic of Uganda (CCR Part IV, 1st Edition, 2024 reporting year — one claim worldwide, a Singapore producer). | Prepare transfer evidence for independent review → |
| Emissions Monitoring Plan (EMP) receipt & approval process | 2.2.2.1, 2.2.2.3, 2.2.2.6 | no public record | No public ICAO record confirms or denies this process exists in-State — verify with the designated authority. | — |
| Order-of-magnitude checks on Emissions & Cancellation Reports | 2.4.1.6, 4.4.1.6 (guidance: ETM Table 3-11, ~3h/operator) | no public record | No public ICAO record confirms or denies this process exists in-State — verify with the designated authority. | — |
| Offsetting-requirement calculation & operator notice | 3.2.1-3.2.6, 3.4.1-3.4.5 | no public record | No public ICAO record confirms or denies this process exists in-State — verify with the designated authority. | — |
| Data-gap estimation backstop (CERT) | 2.5.2.1 | no public record | No public ICAO record confirms or denies this process exists in-State — verify with the designated authority. | — |
| Error correction to reported emissions | 2.6.1-2.6.2 | no public record | No public ICAO record confirms or denies this process exists in-State — verify with the designated authority. | — |
| Emissions-unit cancellation oversight | 4.3.2, 4.4.1.6 | no public record | No public ICAO record confirms or denies this process exists in-State — verify with the designated authority. | — |
| Administrative-partnership option (delegation alternative) | 1.3.2-1.3.3 | no public record | No public ICAO record confirms or denies this process exists in-State — verify with the designated authority. | — |
Value-chain gaps & solutions
Uganda has strong SAF potential on paper (310-858 million L/yr technical potential, 3-8x current Jet A-1 demand) but no operational SAF value chain exists today. The chain is entirely at the planning/feasibility stage as of the ICAO ACT-SAF study (©2025, final draft presented Dec 2025). Feedstock is abundant with named agro-processors (sugarcane via Kakira et al., maize, cassava, ag residues, MSW) but no SAF-dedicated aggregation. No SAF conversion plant exists; the 60,000 bpd Hoima refinery (commissioning Phase 1 ~2026, Alpha MBM + UNOC/URHC) is identified as a near-term co-processing opportunity (3,000 bpd / 5% capacity) but carries no SAF-specific commitment. No SAF blending occurs; the study recommends upstream blending at terminals/Hoima. The conventional uplift chain is well developed and modern — Entebbe's Tristar 25-yr BOT fuel farm (12ML, hydrant system) and the EJAF consortium (Vivo Energy Uganda, TotalEnergies, Tristar) — but no SAF uplift or demonstration flight has occurred. On credit/MRV, Uganda is in CORSIA's voluntary phase with Uganda Airlines registered under CORSIA MRV (2023) and a CORSIA regulation in drafting, but there is no SAF certification, registry, book-and-claim, or named certification body. The only SAF-specific finance signals are the ICAO Finvest Hub (Uganda submitted a SAF policy/incentive funding proposal) and UK FCDO (funded the feasibility study itself); all other financiers named are adjacent climate/energy actors with no SAF-specific commitment.
| Stage | Status | Missing roles |
|---|---|---|
| feedstock | open gapplanned | Dedicated SAF feedstock aggregator/trader, UCO collection network operator, MSW sorting/segregation operator for biogenic fraction, Residue (bagasse/stover) supply contracts ring-fenced for SAF |
| conversion | open gapplanned | SAF technology licensor (HEFA/ATJ/FT), SAF plant developer/EPC with committed FID, LanzaJet/Gevo-type ATJ licensor or HEFA modular-unit operator, Green hydrogen supplier for HEFA |
| blending | open gapplanned | SAF blending facility operator, Neat SAF supplier/importer to blend, ASTM D7566 batch certification/quality-control provider at blend point |
| uplift flight | partialpartial | SAF into-plane offtake/claimant for an actual uplift, SAF demonstration/proving flight operator, Signed airline SAF offtake agreement |
| credit | partialpartial | SAF sustainability certification body (e.g., RSB/ISCC) — none engaged, SAF MRV / lifecycle-CI verification provider, SAF registry / book-and-claim platform operator, Independent auditor/verification body for SAF credits, Carbon-credit issuer (Verra/Gold Standard) for SAF |
