Attributed operators(CORSIA Aeroplane Operator to State Attributions, 10th Edition, 2025-12-19)
| Operator | Method | Identifier | 2024 emissions |
|---|---|---|---|
| Africa World Airlines | Air Operator Certificate | AFW | 10,177 t |
| Air Ghana | Air Operator Certificate | GHNA | 6,892 t |
- Ghana's two attributed carriers are tiny (10,177 t and 6,892 t, ≈17,000 t combined) against a 1.22M t state total — the overwhelming majority of Ghana's CORSIA-relevant traffic is carried by foreign operators, not Ghanaian carriers.

Value-chain gaps & solutions
Grounding: thin
Ghana went from no SAF activity to a near-term builder in ~13 months: an ICAO ACT-SAF Business Implementation Study was finalised 9 Jun 2026 (UK-funded, ICF-led), screening 13 pathways across ATJ, co-processing and HEFA, and judged Ghana 'favourably positioned'. Feedstock depth is real — cocoa pod husks (#2 global cocoa), oil palm/PFAD/POME, cassava, rice/maize residues — though residue dispersion is the flagged barrier and oil palm is food-deficit. Two working refineries (TOR ~45k bbl/d reactivated Dec 2025; Sentuo ~120k bbl/d) make a credible co-processing/HEFA host. Article-6 carbon finance (first to authorise ITMO exports) is a SAF-capex de-risking rail. Gaps: no FID/certification, no flag carrier, policy schedules SAF only by 2040.
| Stage | Status | Missing roles |
|---|---|---|
| feedstock | readypresent | Named residue aggregators / farmer co-ops (study flags dispersion as key investor barrier), Dedicated FUEL-GRADE ethanol producer — Caltech Ventures, Midland International and GIHOC Distilleries all operate, but produce beverage/pharma-grade ethanol only, not blend-grade (correction, sourced research 2026-07-05), UCO/MSW waste-collection operators (volumes unquantified; AUCO Energy is a self-reported-only candidate, not independently verified) |
| conversion | open gapplanned | No SAF/biofuel producer operating at scale — entire stage pre-FID (study delivered 9 Jun 2026); AfriSAF is the sole pilot-stage exception, No SAF conversion-technology provider (ATJ/HEFA/FT) engaged at the refinery level, No SAF quality/certification framework yet, Industrial/investment enabler (GIPC) not confirmed operative on a SAF project |
| blending | open gapplanned | No SAF blending mandate / ASTM D7566 adoption confirmed, Ghana Standards Authority role in SAF spec not defined, No confirmed SAF blender operating |
| uplift flight | open gapabsent | No national/flag carrier as a domestic SAF offtake anchor (relaunch task force inaugurated 2025), Named into-plane fuelling operator at KIA beyond JUHI not specified, No SAF offtake agreement or airline SAF commitment |
| credit | partialpartial | No named GCAA 'CORSIA focal point' found (unlike some peer states), No SAF accreditation/certification body engaged (RSB/ISCC absent), No national SAF sustainability-certification or book-and-claim scheme |
