Ghana went from no SAF activity to a near-term builder in ~13 months: an ICAO ACT-SAF Business Implementation Study was finalised 9 Jun 2026 (UK-funded, ICF-led), screening 13 pathways across ATJ, co-processing and HEFA, and judged Ghana 'favourably positioned'. Feedstock depth is real — cocoa pod husks (#2 global cocoa), oil palm/PFAD/POME, cassava, rice/maize residues — though residue dispersion is the flagged barrier and oil palm is food-deficit. Two working refineries (TOR ~45k bbl/d reactivated Dec 2025; Sentuo ~120k bbl/d) make a credible co-processing/HEFA host. Article-6 carbon finance (first to authorise ITMO exports) is a SAF-capex de-risking rail. Gaps: no FID/certification, no flag carrier, policy schedules SAF only by 2040.1
