Federal Democratic Republic of Ethiopia
Stat block — CORSIA Central Registry
| Operator | Method | Identifier | 2024 emissions |
|---|---|---|---|
| Ethiopian Airlines Group | ICAO Designator | ETH | 7,556,367 t |
- Ethiopian Airlines Group's 7,556,367 t figure exceeds Ethiopia's own state-pair total because the Group flies many routes not touching Ethiopia at either end (e.g. onward connections) — the two numbers are not directly comparable.
- Ethiopia is not a CORSIA Chapter-3 participant, so none of Ethiopian Airlines Group's disclosed emissions currently carry an offsetting obligation.
- Ethiopia's 10th-Ed operator attribution is not confirmed for the latest year (asterisked state).

Value-chain gaps & solutions
Ethiopia has a strong policy and feedstock foundation for SAF but no operating SAF value chain yet. The ICAO/EU ACT-SAF feasibility study (2025) deep-dives five feedstocks (Brassica carinata/HEFA, sugarcane molasses/ATJ, MSW/FT, castor/HEFA, e-SAF/PtL, plus agricultural residues) and finds all are at the resource/planning stage with no commercial conversion, blending, or certification capacity in-country. The study is explicit that Ethiopia lacks refining, blending and certification capability today (all jet fuel is imported finished via Djibouti). Stage strength descends sharply: feedstock potential and a clear off-taker (Ethiopian Airlines) are well-evidenced; conversion is planned (Sunbird Bioenergy + Ethiopian Minerals Corporation biorefinery MoU, target 2030; Satarem MoU); blending and credit/certification are essentially greenfield. Finance is real but mostly adjacent/enabling (DBE, EIH, AfDB, GCF, World Bank, EIB) with only the Sunbird/EMC biorefinery and World Bank exploration being SAF-specific commitments — and even those are early-stage MoUs, not financed projects.
| Stage | Status | Missing roles |
|---|---|---|
| feedstock | partialpartial | Aggregators/cooperatives capable of consolidating dispersed smallholder feedstock at scale, Commercial feedstock off-take/trading contracts linking growers to a SAF facility, Dedicated seed R&D funding body for carinata/castor variety improvement |
| conversion | open gapplanned | Engineering/EPC contractor and technology licensor for a commercial HEFA/ATJ/FT plant, Committed project-finance (equity + debt) at financial close, Domestic hydrogen supply for HEFA/ATJ (Ethiopia produces no hydrogen domestically) |
| blending | open gapabsent | Operator of a domestic SAF blending facility, Blending-standard/quality-assurance authority for neat-SAF blending (JIG/ASTM D1655 compliance in-country), Capital provider for new blending infrastructure |
| uplift flight | partialpartial | Executed SAF off-take/purchase agreement for domestically produced SAF, Into-plane logistics adapted for SAF at Bole, A domestic SAF demonstration/commercial uplift event |
| credit | open gapabsent | Domestic or engaged CORSIA-approved certification body / auditor for Ethiopian SAF, MRV system for SAF lifecycle GHG accounting, Registry / book-and-claim onboarding for Ethiopian volumes, Carbon-credit or SAFc issuance mechanism |
