Republic of Zimbabwe
Stat block — CORSIA Central Registry
| Operator | Method | Identifier | 2024 emissions |
|---|---|---|---|
| Fastjet ZW | ICAO Designator | FJW | confidential (ICAO suppression) |
- Zimbabwe's largest corridor (South Africa, its regional hub-of-gravity) is not-subject to offsetting because South Africa itself is not a Ch.3 participant — even though Zimbabwe participates, its single biggest route generates no compliance obligation.
- Fastjet ZW's total-per-operator and not-subject figures are confidential; only a 'CERT: Yes' flag is published, no usable emissions figure.

Value-chain gaps & solutions
Zimbabwe has a credible feedstock and biofuel-processing base (sugarcane ethanol via Green Fuel and Triangle Limited; jatropha biodiesel via Finealt Engineering) plus a functioning conventional aviation-fuel chain (NOIC upstream import/blending via the Beira-Feruka-Harare pipeline; Puma, Zuva and HAFS downstream into-plane supply; ZERA as regulator). However, no SAF is produced, blended, certified, or uplifted today. The 2023 ICAO/EU feasibility study positions ethanol-ATJ as the most viable 3-5 year pathway (HEFA from oilseeds longer term), but every dedicated SAF stage is at planning or absent: there is no ATJ/HEFA conversion plant, no SAF-specific blending/QA capability, no SAF certification (RSB/ISCC) holder, no demonstration flight, and no committed SAF finance. Existing biofuel processing cannot be retrofitted to ATJ/HEFA, so the chain is effectively a strong feedstock front-end with a broken middle and downstream. Web research (2025-2026) shows ethanol volumes scaling hard for the E20 road-blend mandate (~120M L targeted in 2026), which strengthens the feedstock case but is being absorbed by ground transport, not aviation. SAF finance momentum is regional and intent-stage (EIB/EBRD/AfDB joint statement, AfDB-JGC agreement, GCF Zimbabwe portfolio) rather than a Zimbabwe SAF deal.
| Stage | Status | Missing roles |
|---|---|---|
| feedstock | readypresent | Aggregator/offtake mechanism ring-fencing feedstock for aviation (current ethanol is committed to E20 road mandate), Oilseed (sunflower, cotton, jatropha) volume scale-up and mechanized oil extraction at commercial scale, Residue/MSW/UCO collection logistics (currently unsuitable due to low volume and competing uses), Independent feedstock sustainability/traceability data provider |
| conversion | open gapabsent | ATJ-SAF plant developer/operator (none exists; only conceptual scenarios A/B/C in study), HEFA conversion plant for oilseed pathway (medium/long term), Technology licensor with executed agreement and FID, Trained local conversion workforce / technology-transfer partner, EPC contractor for a SAF refinery |
| blending | partialpartial | SAF-grade blending and QA capability to ASTM D7566 (neat) and D1655 (blended) - NOIC not yet equipped/certified for SAF, Dedicated SAF/neat-SAF segregated storage and certification labs, Trained personnel for SAF handling, pricing and logistics (capacity-building gap flagged study-wide) |
| uplift flight | open gapplanned | Actual SAF supply to uplift (no SAF available), SAF demonstration/test flight (none flown; airlines only expressed interest), Hydrant system at HRE (none; tanker-truck fueling only), Airline SAF offtake agreement / corporate SAF programme, SAF-trained into-plane and ground handling personnel |
| credit | open gapabsent | Zimbabwean RSB or ISCC certificate holder (no CORSIA-eligible SAF certified), SAF/MRV registry or book-and-claim participation, Lifecycle-emissions / LCA verification capability for local feedstocks, Carbon-credit / Article 6 monetization pathway for SAF, Sustainability certification body presence and trained local auditors |
