Federal Republic of Nigeria
Stat block — CORSIA Central Registry
| Operator | Method | Identifier | 2024 emissions |
|---|---|---|---|
| Air Peace | ICAO Designator | APK | confidential (ICAO suppression) |
- Air Peace's Table 2 emissions figure is fully confidential ('-' in all three columns) — any 'Nigeria's obligation is X tonnes' claim must cite the state-pair total, never imply it is Air Peace's number.
- 2019→2024 comparability is directional only: confidential-row counts differ slightly between editions (12 excluded in 2019 vs 8 in 2024).
- Nigeria's 10th-Ed operator attribution is not confirmed for the latest year (asterisked state).

Value-chain gaps & solutions
Nigeria is a CORSIA participant (since 1 Jan 2025) with the continent's largest cassava feedstock base. Refinery co-processing of residue lipid streams (such as UCO, PFAD and POME oil), with the Dangote Petroleum Refinery as the credible host, is a limited first step: ASTM D1655 Annex A1 limits direct co-processing of these lipid feedstocks to 5% of the refinery feed by volume. A proposal to raise that limit to 30% (ASTM work item WK88158) has not been adopted. The longer path is cassava residues → ethanol → alcohol-to-jet (ATJ), where the binding constraint is certification, not availability: cassava residues have no ICAO default carbon intensity, so a project-specific LCA is required. Airlines, airports and Jet A-1 storage are present, but no SAF production, blending, offtake or uplift exists yet. The near-term task is moving named actors (NNPC New Energy, Dangote, NMDPRA) from intent to FID; Air Peace remains a prospective buyer only.
| Stage | Status | Missing roles |
|---|---|---|
| feedstock | partialpartial | structured residue aggregation at scale, CORSIA/EU-RED traceability & chain-of-custody, residue-removal sustainability governance, UCO/waste collection network for aviation |
| conversion | open gapplanned | no operational SAF production capacity, ASTM D7566 not yet recognised, no SAF refinery at FID, conversion pathway host not committed |
| blending | open gapabsent | no operational SAF blending, ASTM D7566 not formally recognised, no SAF airport-acceptance protocol, no neat-SAF handling/storage rules |
| uplift flight | partialpartial | no SAF offtake agreement, no SAF uplift at any Nigerian airport, domestic carriers cannot absorb SAF premium, book-and-claim not operationalised, no SAF-ready airport designation |
| credit | open gapplanned | no Nigeria-specific CORSIA-eligible certificate, CAS-NET accreditation in progress, no national SAF sustainability-governance framework, no SAF registry / book-and-claim linkage |
