Nigeria is a CORSIA participant (since 1 Jan 2025) with the continent's largest cassava feedstock base. Refinery co-processing of residue lipid streams (such as UCO, PFAD and POME oil), with the Dangote Petroleum Refinery as the credible host, is a limited first step: ASTM D1655 Annex A1 limits direct co-processing of these lipid feedstocks to 5% of the refinery feed by volume. A proposal to raise that limit to 30% (ASTM work item WK88158) has not been adopted. The longer path is cassava residues → ethanol → alcohol-to-jet (ATJ), where the binding constraint is certification, not availability: cassava residues have no ICAO default carbon intensity, so a project-specific LCA is required. Airlines, airports and Jet A-1 storage are present, but no SAF production, blending, offtake or uplift exists yet. The near-term task is moving named actors (NNPC New Energy, Dangote, NMDPRA) from intent to FID; Air Peace remains a prospective buyer only.1
