Kingdom of Morocco
Stat block — CORSIA Central Registry
| Operator | Method | Identifier | 2024 emissions |
|---|---|---|---|
| Royal Air Maroc | Air Operator Certificate | CN-XC01/96 | confidential (ICAO suppression) |
| Air Arabia Maroc | ICAO Designator | MAC | confidential (ICAO suppression) |
- Morocco has the most confidential exclusions of the 13 states in either edition (36 of 189 pairs suppressed both years) — any Morocco aggregate figure here is more incomplete-by-construction than for other states.
- Morocco is not a CORSIA Chapter-3 participant (0 t subject to offsetting in 2024) despite flying SAF demonstration flights.
- Both of Morocco's attributed carriers (Royal Air Maroc, Air Arabia Maroc) have fully confidential Table 2 figures.

|---|---|---|---|---|
| Chapter-3 State-Pair participation decision notified to ICAO | 3.1.3 | not participating | Kingdom of Morocco is not on the CORSIA Chapter-3 participation list — a sourced negative under ICAO "CORSIA States for Chapter 3 State Pairs", 5th Edition/Rev.1 (2024-09-27); this is a policy decision, not a compliance failure. | — |
| Aeroplane-operator attribution submitted | 1.2.2, 1.2.7 | met | 2 operator(s) attributed to Kingdom of Morocco under CORSIA 10th Edition (2025-12-19): Royal Air Maroc, Air Arabia Maroc. | — |

Value-chain gaps & solutions
Morocco is the roster's standout e-SAF / Power-to-Liquid candidate: its lead pathway is green-hydrogen synthetic kerosene, not biomass HEFA. The moat is world-class solar+wind, the ~$32.8bn 'Morocco Offer' green-H2 programme, and ~14 km EU proximity into the binding ReFuelEU e-SAF mandate — a regulation-backed export market. Aviation intent is demonstrated: Royal Air Maroc flew Africa's first intra-African SAF flight (Casablanca–Dakar, Dec 2023, 40% blend, supplied by Afriquia SMDC) and the first Morocco–Europe SAF flight (Marrakech–Paris Orly, Feb 2025, 40% blend, supplied by Vivo Energy Maroc); RAM targets 10% SAF by 2030. Hard gaps: zero SAF production, no national SAF target, no operating refinery — SAMIR (shut since 2015) is now definitively dead as a revival prospect, with both a US$3.5bn UAE acquisition bid (Feb 2026) and a state-renationalization proposal (Jun 2026) rejected — plus thin/fragmented biomass in a water-stressed climate. The H2 megaprojects currently make ammonia/methanol/steel — SAF is not yet a confirmed product line. Export-pull; confirmed NOT a CORSIA volunteer (per ICAO's primary state-pairs document) despite the two real SAF demo flights.
| Stage | Status | Missing roles |
|---|---|---|
| feedstock | partialpartial | No agriculture-lead ministry named (Generation Green referenced), UCO collection scheme now named (Kilimanjaro Environment) but its export volumes are uncorroborated by EU-side data — treat as a partial, not closed, gap, No MSW / agro-residue aggregator quantified at national scale, No oilseed or sugar feedstock supplier dedicated to fuel |
| conversion | open gapabsent | No confirmed SAF/e-kerosene producer or plant, No Fischer-Tropsch / PtL technology provider named, SAF/e-kerosene not yet a confirmed output of the H2 megaprojects (outputs: ammonia/methanol/fuel/steel), No HEFA producer (no greenfield bio-refinery), No commercial acquirer or revival path for SAMIR (both the 2026 acquisition bid and renationalization proposal were rejected) |
| blending | open gapabsent | No petroleum/fuel-standards regulator named for SAF blending, No operating refinery for blending/co-processing (SAMIR shut, now definitively dead), No domestic SAF blending infrastructure confirmed — both into-plane JVs (MAFS north, TotalEnergies/Vivo Energy south) are conventional Jet A-1 only, No fuel-quality/SAF certification body identified |
| uplift flight | partialpartial | No aviation regulator confirmed against a primary source (Morocco DGAC is named only by a secondary/ICLG source), No into-plane/ground-handling actor beyond Afriquia SMDC/Vivo Energy for the two demo flights specifically, No confirmed SAF feedstock/production origin for either demo flight's fuel |
| credit | partialpartial | No accreditation/certification body (RSB/ISCC) active, No domestic ETS / carbon market; no book-and-claim scheme, Not an ICAO ACT-SAF feasibility-study recipient (unlike Uganda/Nigeria/Kenya/Ghana/Egypt) — only on EASA's broader 15-country Partner-State list |
