- Egypt has the largest attributed-operator count of the 13 (8) and the largest, fastest-growing 2024 total (~10M t, +41.5% since 2019) — yet is not a CORSIA Chapter-3 participant.
- Sky Vision Airline is absent entirely from Part III Table 2 (no row at all, not even confidential) despite appearing on the 10th-Ed attribution list — an open discrepancy, not resolved by the CCR documents.
- Egypt's other 7 attributed carriers all appear in Table 2 with fully confidential ('-') figures.

Value-chain gaps & solutions
Grounding: thin
Egypt is the most SAF-advanced African state after South Africa and the only other with licensed projects: a first SAF licence awarded Dec 2025 (state-backed ESAF) and 2-3 HEFA plants in development (~320+ ktpa by ~2029). Its long-game lead is green-hydrogen e-SAF (SCZONE green-H2/ammonia pipeline + National Low-Carbon Hydrogen Strategy). Africa's largest refiner (EGPC ~795 kbbl/d, 2019 baseline). Huge untapped residue: rice straw, much openly burned. SAF today is UCO/HEFA-only and thin; rice straw not yet linked to a project; Nile-dependent water/land rules out energy crops. Export/ReFuelEU oriented; not CORSIA-in.
| Stage | Status | Missing roles |
|---|---|---|
| feedstock | partialpartial | No aggregator/processor converting rice straw into a SAF-grade intermediate, No domestic oilseed/vegoil surplus at HEFA scale (net importer), Energy-crop growers infeasible (water/land ceiling), Formal UCO import/aggregation entity for scale-up |
| conversion | open gapplanned | No FT-gasification or ATJ-cellulosic plant for rice straw, No jet-specific PtL/e-SAF project (green-H2 targeted at ammonia), SAF pipeline is HEFA/UCO-only (single-pathway risk), Qatari $200M SCZONE SAF investment has no named producer/tech partner |
| blending | open gapplanned | No published SAF blending mandate / blend-wall / fuel-quality spec body, No named into-plane fuel marketer with a SAF role, No fuel-standards body confirmed for SAF certification |
| uplift flight | open gapplanned | No airline SAF offtake/blending commitment (EgyptAir none published), No airport / into-plane operator named with a SAF role, No published SAF uplift target or airport-readiness programme |
| credit | partialpartial | CORSIA State Action Plan not public (baselines/commitments unverifiable), No national SAF certification/accreditation body (RSB/ISCC), No SAF-specific crediting/book-and-claim mechanism, Formal CORSIA voluntary-phase enrolment status unconfirmed |
