Burkina Faso
Stat block — CORSIA Central Registry
- Burkina Faso has never itself submitted an annual CO2 Emissions Report to the CCR in either 2019 or 2024.
- Zero CORSIA-attributed operators as of the 10th Edition (Dec 2025) — verified absence (full-text search of the extracted document).
- Burkina Faso has the fewest total pair-rows of the 13 states in 2024 (64) — the smallest, thinnest-data state in the set, yet still a nominal CORSIA Chapter-3 participant.
Annex 16 Vol IV — SARP-cited readiness checklist

|---|---|---|---|---|
| Chapter-3 State-Pair participation decision notified to ICAO | 3.1.3 | met | Burkina Faso elected to participate in CORSIA Chapter 3 from 1 January 2025, per ICAO "CORSIA States for Chapter 3 State Pairs", 5th Edition/Rev.1 (2024-09-27). | — |

| Administrative-partnership option (delegation alternative) | 1.3.2-1.3.3 | no public record | No public ICAO record confirms or denies this process exists in-State — verify with the designated authority. | — |
Value-chain gaps & solutions
Burkina Faso's SAF value chain is almost entirely upstream and aspirational. The ICAO feasibility study (fieldwork ~2017) frames the country as a feedstock producer, not a fuel producer: it explicitly states that "the nonexistence of a basic petrochemical or refining infrastructure does not seem to permit an autonomous aviation fuel production capacity," and recommends interim EXPORT of feedstock for conversion to SAF at overseas facilities. The feedstock stage is the only one with real (if troubled) actors and history: a decade of jatropha programs (Faso Biocarburant, Agritech Faso/JOil, and the sole survivor Belwet), supported by government bodies (Ministry of Energy's Renewable Energy Directorate, ANEREE) and donors (UNDP, GEF). Other candidate feedstocks include agricultural residues (sorghum, rice husks), elephant grass, MSW, animal fats, and cashew/shea nutshell oils. Downstream of feedstock the chain is effectively empty: there is no SAF conversion plant, no blending into jet fuel, no airport SAF uplift (only a suggestion that FAME biodiesel could fuel diesel ground support equipment at Ouagadougou Airport), and no SAF certification/MRV/registry/book-and-claim infrastructure. The only sustainability-finance constructs discussed are REDD+ carbon credits, mining (gold) revenue reallocation, and PPPs — none of which is an operational SAF crediting mechanism. Web research confirms no Burkina Faso-specific SAF financing exists as of 2025-2026; AfDB/SEFA engagement in-country is solar/mini-grid (Desert-to-Power, Dédougou) rather than SAF, while SAF finance for Africa remains continental and generic (EIB/EBRD/AfDB joint statement, AfDB-JGC agreement, AU Continental SAF Strategy adopted Feb 2025).
| Stage | Status | Missing roles |
|---|---|---|
| feedstock | partialpartial | Reliable feedstock aggregator with functioning market and floor pricing, Seed propagation / improved high-yield accession supplier at scale, Commercial-scale, bankable out-grower coordination with off-take certainty, Active interministerial coordination platform (CICAFIB is dormant) |
| conversion | open gapabsent | SAF conversion technology provider / licensor (FT-SPK, HEFA, ATJ), Refinery or biorefinery operator, Petrochemical / hydroprocessing infrastructure, Project developer with balance sheet to finance a conversion plant, Technology-transfer partner for T1 (feedstock processing) and T2 (advanced fuel refining) |
| blending | open gapabsent | Neat-SAF-to-jet blending facility / depot operator (JIG-compliant), Fuel terminal capable of certified ASTM D7566 blending, Quality-assurance / batch-certification capacity for blended jet fuel, Confirmed current into-plane aviation-fuel operator at Ouagadougou following the Sep-Dec 2025 TotalEnergies→Barka Energies ownership transition |
| uplift flight | open gapabsent | Airline off-taker / creditworthy SAF purchaser (e.g., Air Burkina or international carrier), Bankable long-term off-take agreement counterparty, Airport into-plane / hydrant SAF handling capability, Demonstration-flight sponsor/partner |
| credit | open gapabsent | SAF sustainability certification body (RSB / ISCC) recognition and on-the-ground certification, MRV system for SAF / CORSIA-eligible fuel accounting, SAF or book-and-claim registry, Carbon-credit methodology and verification specifically for SAF/feedstock value chains, CORSIA-eligibility determination capacity for BFA feedstocks |
