Value-chain gaps & solutions
Mozambique has no SAF policy, study or activity — SAF is absent from both its ICAO State Action Plan (2022) and provisional NDC 3.0. Its strongest, most de-riskable asset is a mature southern sugar/ethanol base (Xinavane, Maragra, Marromeu + an operating molasses-ethanol plant), so molasses-ATJ is the lead pathway. World-scale Rovuma gas (ENI Coral South live; Coral North FID Oct 2025; Total Area 1 restarting) makes gas-to-jet/PtL a high-upside but long-horizon option. The decisive risk is the Cabo Delgado insurgency, which suspended the $20bn Mozambique LNG project for 4.5 years and overhangs the gas-linked chain. Compounding: a history of collapsed biofuel mega-projects (ProCana, jatropha), an insolvent national carrier (LAM), no domestic refining, weak finance. Verdict: watch-and-position. Not CORSIA-in.
| Stage | Status | Missing roles |
|---|---|---|
| feedstock | readypresent | Molasses/ethanol aggregator dedicated to fuel offtake (molasses in deficit ~17,000 t), UCO/oilseed collection system (HEFA chain absent), Bagasse/agro-residue aggregator for gasification-FT/ATJ, National feedstock assessment (residue volumes unquantified) |
| conversion | open gapabsent | ATJ conversion plant — none exists; lead pathway has no converter, SAF producer / refiner of any kind, GTL / gas-to-jet plant — none announced despite world-scale gas, PtL / e-fuels plant (strategic option only) |
| blending | open gapabsent | Fuel marketer / into-plane supplier for SAF blending, Blending facility / infrastructure at airports, Petroleum sector (downstream) regulator, Fuel-quality / standards body for jet fuel, Operator of the 2009 ethanol/biodiesel blending mandate (under-delivered) |
| uplift flight | open gapabsent | SAF offtake / purchase agreement (no airline SAF demand; anchor offtaker in survival mode), Airport SAF supply / fuelling readiness programme |
| credit | open gapabsent | No operational CORSIA-eligible-fuel (SAF) uptake/crediting mechanism, No SAF sustainability certification scheme presence (RSB/ISCC), No book-and-claim / SAFc registry participation, No aviation-specific carbon-market mechanism |
