Opportunity Feedstock collection rates (esp. UCO) remain far below potential per the 2018 study; aggregation at refinery scale is unverified

Kenya's SAF value chain has advanced markedly since the 2018 ICAO-EU feasibility study, which was a pre-industry scoping document recommending a UCO-first, waste-based pathway (supplemented by MSW, sugarcane cane tops, water hyacinth and croton nut) and explicitly noting NO domestic refining/conversion infrastructure existed. As of 2025-2026, web evidence shows real movement on three fronts: (1) Kenya Airways (KQ) is an active, named claimant — it ran Africa's first intra-African 50% SAF flight (Nairobi-Cape Town, Oct 2025, via mass-balance attributes) and has applied a 2% SAF blend on European flights since Jan 2025; (2) a conversion project is now PLANNED with named finance — the May 2026 KQ + Rubis Energy Kenya MoU for Africa's first dedicated SAF refinery near JKIA (32,000 t/yr, est. EUR 60-70M / ~KSh 10.6bn, Dragonfly modular HEFA technology, UCO + waste animal fats + vegetable oils as feedstock, targeted online within 24 months of approvals); and (3) ICAO's ACT-SAF Business Implementation Study for Kenya was published Dec 2025. The feedstock stage has real named aggregators (Zijani for UCO incl. the Java House chain; Eco-Fuels Kenya for croton). The credit/certification stage remains the thinnest: CORSIA/IATA mass-balance framing is used, but no specific certification body (RSB/ISCC), domestic MRV system, or registry is confirmed for Kenyan-origin SAF. The chain is therefore real and accelerating at the airline (uplift) and feedstock ends, with conversion and blending firmly planned-but-not-yet-built, and credit/certification only partially evidenced.1
