Opportunity No operational feedstock aggregation/collection supply chain for SAF despite abundant biomass

Côte d'Ivoire has a detailed ICAO ACT-SAF feasibility study (2023) but NO operating SAF value chain. The chain is at the planning/foundation stage. The study's backbone recommendation is a cassava-residue → ethanol → Alcohol-to-Jet (ATJ) pilot, with secondary FT-SPK from agricultural/municipal waste (cashew shells, cocoa pods, MSW) and HEFA from oilseeds (rubber seed, palm, jatropha), plus near-term co-processing up to 5% at the existing SIR refinery in Abidjan. The country's strongest existing asset is its mature petroleum downstream (SIR refinery, GESTOCI fuel pool/depots, FHB international airport, established into-plane providers), which means the blending and uplift infrastructure physically exists and could handle SAF with little capital — but none of it is yet moving SAF. Feedstock is abundant in principle but aggregation/supply chains for SAF are not built. The credit/MRV/registry stage is conceptual (book-and-claim recommended, CORSIA chain-of-custody noted) with no system, certification body, or auditor engaged. 2025-2026 web evidence confirms a France-funded ACT-SAF accelerator project supporting cassava/cashew feedstock analysis and integration of SAF into a national bioenergy code (targeted for end-2025), but no production facility, offtake agreement, or demonstration flight has materialized. The study explicitly states the state has no climate fund, no carbon market, no SAF tax incentives, and no SAF policy/blending mandate.1

Opportunity Two non-SAF biomass-to-POWER plants now exist at scale (Biovea/Ayébo, 46MW, operating since Oct 2025; Divo, 76MW, prospective) demonstrating real cocoa/palm/rubber residue aggregation capability — but neither is a SAF/jet-fuel conversion project, and press coverage sometimes conflates the two (sourced research, 2026-07-05)
